According to the Notice of the Ministry of Education on the Application for Chinese Member University and Leading University of “10 + 10 Cooperation Plan between Chinese and Arab Universities” (JWSY [2023] No. 517), in order to implement the “Joint Action for Youth Development” among the “Eight Joint Actions” for China-Arab practical cooperation proposed by the President Xi Jinping at the first China-Arab States Summit and the “10 + 10 Cooperation Plan between Chinese and Arab Universities” (hereinafter referred to as the “Cooperation Plan”), the application work of Hefei University of Technology will start, with the detailed notice as follows:
I. Background
Under the guidance of the Ministry of Education, the Chinese Association of Higher Education and the Association of Arab Universities will jointly establish the “China-Arab University Alliance” exchange mechanism (hereinafter referred to as the “Exchange Mechanism”) to build an inter-university exchange and cooperation platform for Chinese and Arab universities and promote the joint development of higher education in China and Arab countries. Under the framework of the exchange mechanism, the cooperation plan will be implemented in the fields of information & communication, agricultural development, health care, green innovation, energy transformation, dialogue among civilizations, youth development, public policies, aerospace, and trade & investment (hereinafter referred to as the “Ten Fields”), ten cooperation clusters between universities will be established, with one China-Arab leading university for each cluster, to promote inter-university exchange and cooperation within the cluster.
II. Meanings
1. Information & communication: Promote talent training and scientific cooperation between Chinese and Arab universities in information technology, communication engineering, artificial intelligence, and other aspects.
2. Agricultural development: Promote talent training and scientific cooperation between Chinese and Arab universities in the agriculture field, and enhance the optimization and transformation of food supply security system.
3. Health care: Promote exchanges and cooperation between Chinese and Arab universities in medical schools, hospitals, and related health institutions, enhance talent training and scientific cooperation, and build a China-Arab health care exchange platform.
4. Green innovation: Promote talent training and scientific cooperation between Chinese and Arab universities in green and sustainable development field, explore the establishment of China-Arab green technology innovation system, and accelerate the cooperation in R&D, promotion, and application of advanced energy-saving and carbon reduction technologies between China and Arab countries.
5. Energy transformation: Promote the development and cooperation between Chinese and Arab universities in new energy, traditional energy, green energy, civil nuclear energy, and other fields.
6. Dialogue among civilizations: Promote the establishment of cultural exchange platforms between Chinese and Arab universities, including cultural tourism.
7. Youth development: Promote the cooperation between Chinese and Arab universities in basic education, higher education, and vocational education, and build a platform for the training and scientific exchange of young talents between China and Arab countries.
8. Public policies: Promote talent training and scientific cooperation between Chinese and Arab universities in the field of public policies, and enhance the research on governance theories.
9. Aerospace: Promote cooperation and exchanges between Chinese and Arab universities in space science, space technologies, and space applications.
10. Trade & investment: Promote cooperation between Chinese and Arab universities in green economy, financial trade, foreign investment, and other aspects.
III. Application requirements
1. The applicant shall have at least one specialty in the ten fields. In addition to the above condition, the applicant shall also have comparative advantages and good coordination ability in the application field, a good foundation for the cooperation between Chinese and Arab universities, and can provide resources for the cooperation needs.
2. The applicant can choose and join one of the ten fields. After joining the cooperation plan, the applicant will automatically become a member of the exchange mechanism.
3. The applicant shall fill in the Application Form for Member University of “10 + 10” Cooperation Plan between Chinese and Arab Universities (Appendix 1); in addition, the applicant for leading university shall also fill in the Application Form for Leading University of “10 + 10” Cooperation Plan between Chinese and Arab Universities (Appendix 2).
4. Please sign and seal the paper materials and submit them to the International Affairs Office and send the electronic version with the email title of “China-Arab Cooperation – School of XX” to hfutiao@hfut.edu.cn before 12:00 AM on December 13.
